Welsh medium plans for primary school near Ystradgynlais

A Welsh medium stream will be set up at a primary school near Ystradgynlais from September. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

But a senior Powys Tory wants to see the school go further and become a fully Welsh medium school. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

At a meeting of Powys County Council’s Cabinet on Tuesday, June 20 councillors received a report on the objections to establishing a Welsh medium stream at Ysgol y Cribarth, in Abercraf near Ystradgynlais. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Interim director of education and children, Lynnette Lovell told councillors that one objection had been received during the statutory period of April 19 and May 23 and the issues had been rebutted by the council. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Conservative group leader, Cllr Aled Davies said: “I’m disappointed and it shows a lack of commitment to the Welsh language.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“It will not deliver truly bilingual children. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“This was an opportunity to introduce a Welsh medium school by having Welsh medium only classes in reception and year one and then working through the school as they get older. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“It will produce a dual stream school which will have poorer outcomes than a single stream Welsh school and at a higher cost. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Education portfolio holder Liberal Democrat, Cllr Peter Roberts believed that this should not be viewed as a “missed opportunity” but rather as a “potential role model” school. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Cllr Roberts said: “I reject Cllr Davies’ view that this is a missed opportunity. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“It’s a golden opportunity to demonstrate not just to this community but all across the county, if they wish to move their schools forward and embrace Welsh medium education, this is the road map that they can follow.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Cllr Roberts said: “As has been demonstrated there’s strong support from within the community for moving down this particular route, there was not the support from in community to move to a fully Welsh medium school.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Plaid Cymru group leader Elwyn Vaughan who chairs the council’s Welsh medium education panel said: “This is welcome and a step forward in the growth of Welsh medium education in the Tawe Valley. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“But there is also a feeling that this must be something transitional.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

He explained that the county needs to “move away over time” from dual stream to Welsh medium schools. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

With Ystradgynlais seen as a bastion of the Welsh language in Powys, Cllr Vaughan believed that “no young person” should be leaving education not being fluent in both languages. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Cllr Vaughan said: “It’s worth noting 60 per cent of children in reception class at Cribarth are already in the Welsh stream.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

He added that the panel recommended re-visiting the school in “three to four year’s time” to see how the Welsh stream is doing and whether the school could continue its “journey on the language continuum” to become a fully Welsh medium school. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Cabinet formally received the objection report and voted to approve the proposal which will see the Welsh stream will start up at Ysgol y Cribarth in September. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​
