Isle of Anglesey County Council can confirm that planning consent was released to Land & Lakes (Anglesey) Ltd. earlier this week after the completion of a meticulous section 106 legal agreement. ‌‌‌‍‌‌‌‌‌‍‌‌‌‌‍‌‌‌‌‌‌‍‌‌‌‌‌

Broadly the proposals by Land & Lakes (Anglesey) Ltd for land in and around Holyhead aim to create a development of the highest quality comprising: ‌‌‌‍‌‌‌‌‌‍‌‌‌‌‍‌‌‌‌‌‌‍‌‌‌‌‌

a leisure village at Penrhos Coastal Park, London Road, with up to 500 new lodges and cottages. The developer will be required to provide and maintain 29 hectares of publicly accessible areas at Penrhos including car parking, toilet facilities and to formalise the access arrangement in relation to the coastal footpath around Penrhos Coastal Park.
a leisure village at Cae Glas, Parc Cybi comprising an extension to the leisure village at Penrhos , used initially as a temporary Wylfa Newydd construction workers accommodation complex. The 315 lodges would then be refurbished to provide high quality holiday accommodation, a new visitor centre and nature reserve adjacent to the inland sea.
Up to 320 units at Kingsland initially to provide accommodation for Wylfa Newydd workers who will rely on the main facilities at Cae Glas before being converted into a residential development, 50% of which would be affordable dwellings. ‌‌‌‍‌‌‌‌‌‍‌‌‌‌‍‌‌‌‌‌‌‍‌‌‌‌‌

Officers from the Authority’s Planning Service, with the support from across the County Council and legal representatives, Burges Salmon, have worked for over two years to secure in excess of £20m to mitigate the possible impacts of this huge proposed development. ‌‌‌‍‌‌‌‌‌‍‌‌‌‌‍‌‌‌‌‌‌‍‌‌‌‌‌

Anglesey Chief Executive, Gwynne Jones, said, “This was the largest planning application ever to be considered by the Isle of Anglesey County Council. It was vital, therefore, that the many provisions included in the section 106 agreement were examined carefully and meticulously.” ‌‌‌‍‌‌‌‌‌‍‌‌‌‌‍‌‌‌‌‌‌‍‌‌‌‌‌

“The terms agreed with Land and Lakes will bring in excess of £20m to mitigate the possible impacts an application of this scale will have on the area. Importantly, environmental concerns raised will also be addressed and will be the subject of appropriate remediation.” ‌‌‌‍‌‌‌‌‌‍‌‌‌‌‍‌‌‌‌‌‌‍‌‌‌‌‌

“I’d like to thank our officers and their legal advisors as well as planning committee members for their diligence and hard work in securing the best possible outcome for Holyhead and Anglesey.” ‌‌‌‍‌‌‌‌‌‍‌‌‌‌‍‌‌‌‌‌‌‍‌‌‌‌‌

The release of planning consent is seen as a significant step forward in the delivery of Anglesey’s Energy Island Programme ambitions, given the Land & Lakes project’s potential links to the nuclear sector. ‌‌‌‍‌‌‌‌‌‍‌‌‌‌‍‌‌‌‌‌‌‍‌‌‌‌‌

Head of Economic and Community Regeneration, Dylan J Williams, added, “The County Council remains committed to creating a thriving and prosperous economy here on Anglesey. The Land & Lakes project is a key development within the County Council’s Energy Island Programme given its potential links to the nuclear sector. Planning consent enables Land & Lakes to progress commercial discussions which could create worker accommodation in the Holyhead area and help de-risk the Wylfa Newydd project.” ‌‌‌‍‌‌‌‌‌‍‌‌‌‌‍‌‌‌‌‌‌‍‌‌‌‌‌

“We’re hopeful that the Land & Lakes project will bring long term economic benefits for the Island as a whole and will represent a positive step in the sustainable transformation of our economy. The developer is committed to ensuring that a minimum of 80% of the operational jobs will go to local people and the scale of the scheme means that it will support many local businesses both directly and in the supply chain. We now look forward to working with Land and Lakes to ensure people and businesses can take advantage.” ‌‌‌‍‌‌‌‌‌‍‌‌‌‌‍‌‌‌‌‌‌‍‌‌‌‌‌
