Council’s People Strategy 2016-19 Meeting On 15 November

Flintshire County Council’s Cabinet will be asked to approve the Council’s People Strategy 2016-19 at its next meeting on 15 November. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

The new strategy, which has been developed against a backdrop of rapid organisational change and financial pressures, shows the Council is a modern, forward-thinking employer. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

This strategy builds on what has already been achieved in recent years including: ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

  • Development of the Apprenticeship scheme
  • Implementation of agile and flexible working
  • Electronic Document Management (EDM) which has enabled the merger of HR, Payroll and Education Staffing files, creating a lean and cost-effective Human Resources and Organisational Development team
  • Development of e-learning modules to support Alternative Service Delivery Models, leadership and management development.

The Council is embarking on a further period of significant change, as described in the improvement plan. Having a detailed understanding of our current workforce and a vision for the future will enable us co-ordinate the development of detailed workforce plans to address the gap between the current workforce and what the future workforce needs to be to deliver the services of the future. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

The strategy identifies five key strategic objectives: ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

  • Planning the Workforce of the Future
  • Developing Workforce and Leadership Capacity
  • Managing Performance
  • Recognition and Reward
  • Enabling Change through Alternative Models

Cabinet Member for Corporate Management, Councillor Billy Mullin, said: ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

A committed, motivated, flexible and professional workforce will offer a great service, be resilient to the changes ahead and be dynamic and responsive to the changing needs of our residents and customers.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​
