Application for Six Self-Contained Flats Above Shops in Wrexham City Centre Resubmitted After Initial Refusal

An application to create six self-contained flats above shops in Wrexham city centre have been resubmitted a month after being refused.
The plans for space above 22-26 Lord Street and 10-14 Egerton Street – currently above, but not connected to, the Tui travel shop and the British Heart Foundation store – were turned down in September by Wrexham Council’s planning officers.
The reasons for refusal were the fact there was no acoustic assessment for evening and daytime noise to establish the impact on future residents of the properties and the current levels of phosphorous in the River Dee and the additional phosphorous – via domestic sewage – that the development would generate.
Now the application has been resubmitted including a sound insulation test carried out at the properties in 2024 and a statement on phosphorous levels.
That statement quotes Natural Resources Wales comments on the original application where it states: “Ultimately, the suitability of foul drainage arrangements for the proposed development is a matter for your (Wrexham Council’s) authority to determine.
“We advise your authority that further consideration is required.”
Meanwhile the sound insulation test showed that the walls of the properties would block 56 decibels of noise – above the residential threshold of 43dB.
According to agent Caroline Tamworth Planning on behalf of the applicant: “The proposed development will provide good quality residential accommodation in a currently underused building within the centre of Wrexham.
“The proposal meets with the drive for an emphasis on sustainability, accessibility, community cohesion and a reduction in carbon emissions.
“The location of the site will promote active travel and provide a good level of amenity for future residents whilst protecting that of the established commercial uses below and adjacent to the building.” ‌‌‌‍‌‌‌‌‌‍‌‌‌‌‍‌‌‌‌‌‌‍‌‌‌‌‌
