Former Agricultural Shed in Abergavenny to be Repurposed as Garage for Taxis

A FORMER agricultural shed last used as car repair garage will be brought back into use after a restriction was changed. 
Planners gave Richard Horner the green light to use the corrugated steel shed as a garage, and for the storage of taxis, in 2009 but placed a condition on the permission that tied it to him and his firms GTEC Autos and Abergavenny Taxis. 
A change in personal circumstances led to Mr Horner dissolving both companies in September last year but a change to the planning permission was required in order for Mr Horner to sell the shed at Tredillion Market Garden one mile east of Abergavenny. 
In his application to Monmouthshire County Council’s planning department Mr Horner said he is in the process of selling the shed to GJW Storage.  
The planning department has agreed to replace the “personal condition” with one that restricts the use of the premises to the storage and maintenance of vehicles including taxis and for no other purpose. 
Planning officer Kate Young said four questions had to be considered which are whether the change would have an impact different to the originally approved development, would it harm the visual impact or local amenity, if any third party would be disadvantaged and any conflict with national or local planning policies. 
No alterations to the building are planned while operating hours and “intensity of the activity” will remain the same with Ms Young stating: “The premises will continue to be run for the storage and maintenance of vehicles, but it will be operated by a different owner.” 
The nearest neighbouring property is 180 metres away and she said all four tests had been met and the protection of local amenity could be “best preserved” by controlling the use of the site. 
Her report, which approved the application, stated: “It is not necessary to imposes a personal condition, it is more effective to control the use with a condition restricting the use to the storage and maintenance of vehicles including taxis rather than controlling the operator.”  ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​
