Council Making Excellent Progress In Giving Children A “Flying Start”
Newport City Council is making excellent progress in some areas, according to the latest report on its improvement plan.
Eight objectives were approved by the council in its 2015/16 improvement plan and an update on the final quarter was given to the cabinet today.
They are grouped under the council’s four key themes: a caring city; a learning and working city; a greener and healthier city and a safer city.
Overall, performance was rated as good to excellent and there were no serious concerns about any of the objectives.
Two areas were flagged up as excellent: educational attainment and giving children a “flying start”.
It also noted significant improvements in supporting young people into education, employment or training and improving outcomes in youth justice.
Flying Start’s work with children in deprived communities has also been particularly successful.
It includes early intervention for children requiring speech and language support; a specific pathway to help children with additional learning needs transition to school and improving parental skills.
In the most recent national categorisation of schools, 52 per cent of primaries in Newport were “green” compared to 22 percent across Wales and there are none classed as “red”. The city also had the only “green” secondary school in the region.
Targets are also set to be exceeded in the foundation phase, key stage three and four.
Councillor Debbie Wilcox, Leader of Newport City Council, said: “This is a very positive report that highlights areas where the council has excellent in improving people’s lives while also showing where we can do better.
“However, we will continue to strive for further improvements even in those services where we are doing well.
“We are in an extremely difficult financial climate because of cuts in funding from the Westminster government’s continuing austerity agenda but our priority must be to enhance the lives of all our residents.
“We all use a variety of council services at different times of our lives from education to employment to care for older people. I know that dedicated and committed council staff will help us to make sure they are the best they can possibly be.”
