Application for Expansion of Pembrokeshire Engineering Business Submitted to Council

A call to approve the expansion of a Pembrokeshire specialist engineering business with the demolition of a workshop for “health and safety reasons” has been submitted.
In an application to Pembrokeshire County Council, Hywel Dyer of Rhyal Engineering Ltd, through agent Carl Bentley Architectural Services, seeks permission for the demolition of an existing workshop-storage building and construction of a new fabrication workshop to the rear of unit 8 Thornton Industrial estate, Milford Haven.
A supporting statement accompanying the application says: “Rhyal Engineering is a UK market leading specialist in the design, construction and refurbishment of large diameter, field erected storage tanks and vessels.
“The company also services the mechanical engineering sector, covering general steelwork and pipe fabrication and installation.
“Operating across a wide range of business sectors including oil and gas, nuclear and renewables. The company operates from its main site at Milford Haven, which has large scale fabrication workshops designed to facilitate the handling of all mechanical requirements.
“They offer a complete design and build solution for all types of storage tank, covering all areas of the UK, Ireland and overseas. The business has an established reputation for successful completion of an extensive range of storage tank projects, configurations and services covering new builds, maintenance, and upgrades.”
It adds: “The business is looking to expand and diversify its business locally and nationally for the fabrication and supply of metal components for several sectors within the floating offshore wind and renewables/oil refineries/natural and LPG gas refineries etc.
“The proposed fabrication workshop will enable the applicant to expand their fabrication facilities at their Milford Haven site, grow their business, employ additional local personnel to help meet the ever increasing local and national demand for their services.”
It says Rhyal Engineering currently employs 110 workers, 28 of which are located at the main site in Thornton, with others at sites including Esso, Fawley; Valero, Pembroke; and South Hook LNG, the applicants proposing to employ an extra eight workers once the fabrication workshop is completed.
Of the scheme itself, it adds: “The existing workshop/storage building was completely demolished on Health & Safety grounds due to the buildings very poor condition during April-May 2026. All building waste material was removed from the site by certified disposal / demolition company and materials recycled wherever possible.
“Demolition of the existing workshop/storage building was also required to allow the proposed fabrication workshop to be constructed.
“This building was in a very poor condition/beyond repair. This building was not fit for the applicant’s needs and could not be extended/altered or refurbished to make it suitable for the applicant’s operational requirements as a fabrication workshop, therefore this building had to be demolished due to its condition and to allow this proposed fabrication workshop to be constructed at this site.”
