Plans Submitted for Dog Training Facility at Wholehouse Farm Near Talgarth, Says Planning Agent.

PLANS for a dog training facility have been lodged with Bannau Brycheiniog National Park Authority Planners for land and a building at a farm near Talgarth.
Last month, Huw Jones submitted the proposal for a dog walking, training and exercise facility at Wholehouse Farm, Pengenffordd which is around three miles to the south of Talgarth.
Planning agent Samuel Organ of CO2 architects explained the proposal in a planning statement.
Mr Organ said: “The application relates to a contained part of the holding and includes the beneficial reuse and adaptation of an existing redundant agricultural barn, use of part of the adjoining field for controlled dog exercise, retention and use of the existing yard for parking and turning.”
The application includes fencing and a comprehensive package of landscape and biodiversity enhancements.
Mr Organ said: “The proposal has been designed as a low-intensity countryside use.
“It makes use of existing farm infrastructure and an existing vehicular access, avoids substantial new built development, retains the mature landscape structure of the site and adds new green infrastructure.
“The current design has also reduced the amount of field committed to the operational dog walking use in order to accommodate further planting and habitat creation.”
Mr Organ explained that the site is part of an “established working rural landscape” rather than in an: “isolated urban or suburban parcel.”
Mr Organ continued: “The proposed dog walking facility will provide a valuable service to the local community by offering a safe, secure and controlled environment in which dogs can be exercised off lead.
“This is particularly relevant in a predominantly agricultural area, where opportunities for unrestricted dog exercise can be limited and where the uncontrolled or off-lead use of farmland and public rights of way can create potential conflict between dogs, livestock and land management activities.”
A decision on the application is expected by October 14. ‌‌‌‍‌‌‌‌‌‍‌‌‌‌‍‌‌‌‌‌‌‍‌‌‌‌‌
