Vale of Glamorgan esplanade improvements outlined including new shuttle bus

A new shuttle bus, improved signage and a new set of design standards are just some of the things that could be introduced to Penarth’s popular seafront. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

The Vale of Glamorgan Council is set to approve what it is calling a programme of high priority improvements for the Esplanade which would be brought in alongside a continuation of outdoor dining. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

On top of licenses for outdoor trading continuing to be reviewed on a month by month basis, the council is proposing a potential introduction of rules to prevent traders serving customers on pavements. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Under the rules, trading would be restricted to the parking bays designated for outdoor trading. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

The Vale of Glamorgan Council’s cabinet member for sustainable places, Councillor Bronwen Brooks, said: “Penarth seafront has changed considerably in recent years. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“Like everybody we want the resort to continue to grow and welcome more visitors, but clearly this needs to be achieved in a way that maintains the heritage of the Esplanade and doesn’t negatively impact on local residents.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

A consultation was launched by the Vale council in August 2022 to get the thoughts of residents and visitors to Penarth on the long term future of arrangements along the Esplanade. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

This was followed by a series of online forums, survey exercises and drop in events in the autumn. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Cllr Brooks added: “If the council is to develop sustainable places we need in-depth local knowledge to inform our plans. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“This can take time but it gets us the vital information we need and allows us to make informed decisions about the issues that we know matter to local residents.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

As part of the council’s plans, it is proposed that the shuttle bus service which could be looked at would operate between Penarth town centre and the cliff top car park. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Public drinking water fountains along the Esplanade could also be introduced. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

The Vale of Glamorgan Council’s cabinet will meet on Thursday, May 25 to discuss and make a decision on the plans to investigate the improvement works. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​
