Family Seeks Permission for Appointment-only Hairdressing Studio in Garden at Heol Lowri, Pontrhydyrun, Cwmbran

A FAMILY is seeking permission to place an outbuilding in their garden for use as an appointment only hairdressing studio. 
The single-storey log cabin style building would be located in the back garden beside the family home at Heol Lowri in Pontrhydyrun, Cwmbran and only accommodate a maximum of four clients a day. 
Information submitted to Torfaen Borough Council’s planning department outline’s the applicant’s personal circumstances and states the proposed salon, which will have its own direct access through the garden, is “deliberately limited in scale”. 
It will be used by applicant Samuel Brown’s wife, a self-employed hairdresser, and there will be no employees and will serve one-client at a time with no walk-in trade, waiting room or outdoor customer area. 
According to the statement: “The limited customer numbers, controlled appointments and restricted operating hours mean the proposal will have significantly less impact than a conventional commercial hair salon.” 
The majority of appointments are expected to take place during day time hours with only limited evening appointments and there will be no amplified music played. 
Customers will receive an appointment time in advance and will be asked to arrive shortly before their appointment to avoid people or vehicles waiting outside and any arriving by car will be encouraged to use “parking arrangements associated with the property where practical”.  
The statement adds: “Given the scale of the business and one-client-at-a-time arrangement, customer vehicle movements will be very limited.”
