Talgarth Town Council Seeks More Time to Discuss Land Usage Change Application

A TOWN council near Brecon wants more time to discuss plans to legitimise the change of use of land in Talgarth.
According to the application, this change of use from agriculture to health and wellbeing took place five years ago.
In May, Bannau Brycheiniog National Park Authority (BBNPA) planners received a retrospective planning application by Faye Stevenson-Davies to change the use of a field at land east of Coed y Bryn, in Talgarth.
This is so that the two timber cabins at the site, which is also called “Lucy’s field”, are properly sanctioned under planning law.
The change of use took place between April and July 2021.
Usually, Talgarth Town Council would be expected to discuss the application during the consultation period, which in this case comes to an end on August 20 – but they don’t plan to hold a meeting this month.
Talgarth council said: “Talgarth Town Council does not have a meeting in August and the next meeting will be held on Wednesday, September 9.
“We are asking if it will be possible to have an extension until September 9 for this planning application to be considered.
“If not, we will have to call a special meeting.”
A planning statement lodged in support of the application explains the proposal.
The document said: “The current use of the land comprises a mixed rural and health and wellbeing use, with the site operating as a single planning unit in which the cabins, access arrangements, parking area, and surrounding land all function together as part of the overall use of the site.
“Whilst the cabins themselves occupy only part of the land, the established use is not limited solely to the footprint of the cabins or their immediate curtilage.
“The wider landholding forms an integral and functional part of the overall use of the site and is used in connection with, and incidental to, the health and wellbeing activities taking place on the land.
“Accordingly, the material change of use applies to the whole site rather than only the specific area upon which the cabins are physically positioned.
“The cabins have been present on the land for a sustained period and have established a clear and continuous pattern of occupation and use in connection with health and wellbeing purposes.
“The associated activities extend across the wider site and are not confined solely to the built footprint of the structures.
“The use of the land has therefore evolved into a cohesive and established overall use covering the full extent of the site.”
A decision on the application is expected by September 24.
