Extension to Holiday Site in Pant-y-Dŵr Near Rhayader Approved by Powys Councillors

AN extension to a holiday site in a village near Rhayader has been given the go ahead unanimously by Powys councillors. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

The proposal by Joe Powell is for two one-bedroom units at land to the east of Garmon Newydd at Pant-y-Dŵr. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Pant-y-Dŵr is five miles north of Rhayader and seven miles to the south east of Llanidloes. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

The scheme includes a sewage treatment plant, building a games room, expansion of the access track and associated works. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

The plans will be put before Powys County Council’s Planning committee at a meeting on Wednesday, after being called in by councillor. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

At the time the application was made the ward of Llanyre and Nantmel was vacant following the election of Claire Johnson-Wood to the Senedd on May 7. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

The call in was made by Cllr Geoff Morgan (Reform UK) who represents the neighbouring ward of Ithon Valley. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

St Harmon community council which covers Pant-y-Dŵr discussed the application at a meeting in May and “strongly objects’ to the proposal. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

St Harmon council said: “The addition of two extra units and a games room represents a significant intensification of the scheme and raises concerns about incremental expansion. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“There is a legitimate question as to how many further units or ancillary developments may follow if this application is approved, potentially leading to over development of the site.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

They also object on the grounds of increased noise and disturbance, that the proposal is inappropriate for a rural setting, it would have a negative impact on wildlife and pose a risk to nearby livestock. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Planning officer Aled Williams said: “The  development is within a field and there is planning consent already for two holiday units at the site along with an access track, drainage field, treatment and a bund with a hedgerow on top to mitigate any privacy issues.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

In March planning permission was given to a similar pair of units. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Mr Williams added that the design of the new units would match those that had already been previously approved. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

He then recommended that councillors approve the scheme. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Cllr Gareth E Jones (Powys Independents – Llanelwedd) asked if the applicant owned “any other land” around the site. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“The reason I raise it is because community council has raised that issue around dogs worrying sheep,” said Cllr Jones ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Mr Edwards said: “To my knowledge it’s just that site.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Cllr Jones continued: “The original application was for pods one and two, they have not been constructed yet. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“In their submission the community council said their location has been moved, do we know by how many metres and is it significant?” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Mr Edwards replied: “We’ve reviewed what they said. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“I can’t see for myself that they’ve actually been moved. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

“If they have its marginal.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

Following the answer Cllr Jones said he was “happy” to move the committee to a vote to back officer recommendations. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​

All eight councillors voted to approve the scheme. ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​
