Conwy County Borough Council To Challenge TAN 1
Conwy Councillors have resolved to lead and drive an All-Wales challenge of Technical Advice Note (TAN) 1.
Recent studies have shown a shortfall in land available for housing as a direct result of changes by Welsh Government to TAN 1 guidance which sets out the process for producing Joint Housing Land Availability Studies (JHLAS). Conwy’s latest JHLAS has identified a further shortfall in supply. This situation is replicated across most local authorities in Wales.
The results of this latest study, prompted Conwy’s Communities Scrutiny Committee to recommend that Conwy leads an All-Wales robust challenge of TAN 1.
Cabinet Members accepted the recommendations and thanked the committee for their thorough scrutiny of the issue.
The Council will now request that the Wales Audit Office conducts an executive review of the JHLAS and LDP Coherence and the impact on the LDPs’ Fitness for Purpose and Value for Money, given that the adopted LDPs in Wales are being undermined by the January 2015 changes to TAN 1;
The Council will also request that the North Wales Economic Ambition Board challenges the changes to TAN 1 with the Cabinet Secretary for Environment and Rural Affairs, Lesley Griffiths AM;
North Wales Assembly Members will be asked to take the challenge to TAN 1 changes to the Welsh Assembly; and the Chairs of the North Wales Councils will be asked to write to the Cabinet Secretary for Environment and Rural Affairs, Lesley Griffiths AM to register a formal challenge to TAN 1 changes.
Council Leader, Cllr Dilwyn Roberts, agreed to challenge the Welsh Local Government Association (WLGA) to produce a more robust and challenging response via the Local Authority WLGA representatives.
